How to replace windows in Kyiv under the eRecovery program after an attack (2026)
After a night attack on Kyiv the windows are gone, there is glass on the floor, and it is October. Ukraine pays for replacement windows through eRecovery (єВідновлення in Ukrainian), the state compensation program for war-damaged housing, and Kyiv adds its own city aid. Still, several weeks pass between the application in the Diia app and a new window in the opening, and nobody wants to spend them behind plastic sheeting.
We install windows under eRecovery, and almost everyone who calls us wants the same thing: close the openings fast, avoid overpaying, and not hunt separately for a window company, a crew for the reveals and someone for the blinds. This guide explains how it works in Kyiv specifically and shows our project on Akademika Palladina Avenue.
Key facts
- The state pays for windows after an attack through eRecovery: up to UAH 200,000 for minor repairs (category A), in one payment.
- The commission uses average rates approved by the Cabinet of Ministers, not a window company price list. From 5 January 2026 these rates rose by 27.5% on average.
- Money goes to a dedicated eRecovery card that can only pay contractors registered in the program.
- Windows can be manufactured while the application is under review and installed right after the commission decision.
Where to start if you are in Kyiv
| Your situation | First step |
|---|---|
| Windows were blown out last night | Photograph every opening and file a report in Diia today |
| Application filed, no inspection yet | Order measuring and manufacturing so you do not lose weeks |
| Inspection done, funds reserved | Sign a contract with a participating contractor within 30 days |
| Windows already replaced at your own cost | File a completed repairs report via Diia, TsNAP or a notary |
| Glass is intact but sashes do not close | Have a technician check them, sometimes adjustment is enough |
How much compensation Kyiv residents get for windows
Kyiv residents receive window compensation on the same terms as the rest of Ukraine: up to UAH 200,000 for minor repairs (category A), and in category B up to UAH 350,000 for an apartment or UAH 500,000 for a private house.
| Category | Limit | How it is paid | Deadline to spend |
|---|---|---|---|
| A, minor repairs | up to UAH 200,000 | one payment | 12 months |
| B, apartment | up to UAH 350,000 | 70%, then 30% after an interim report | 18 months |
| B, private house | up to UAH 500,000 | 70%, then 30% after an interim report | 18 months |
When only the windows of an apartment block were damaged, it is almost always category A. Two installments come into play when the balcony, facade or floor slabs are restored together with the windows.
The commission sets the amount. It measures the area of the damaged openings and multiplies it by average work costs approved by the Cabinet of Ministers. For windows and doors, the rates in force from 5 January 2026 are:
| Work | Unit | Rate, UAH |
|---|---|---|
| Window unit replacement with sill and drip | m² | 6,127.62 |
| Glass unit replacement without frame replacement | m² | 4,192.67 |
| Interior reveal restoration | m² | 1,844.08 |
| Exterior reveals with insulation | m² | 4,030.17 |
| Metal entrance door replacement | unit | 31,220 |
This is a ceiling, not a guaranteed sum. If you want a six-chamber profile or laminated glass, as in our Kyiv case below, you pay the difference yourself. Any balance left after the deadline returns to the state budget.

State compensation and Kyiv city aid
Besides the state eRecovery program, Kyiv runs its own aid program called Turbota. It offers a one-time UAH 10,000 payment for minor repairs such as replacing blown-out windows. The programs are separate, but the same work is not paid for twice.
Kyiv deputy city administration head Valentyn Mondryivskyi described the system in March 2026. City aid depends on the extent of damage. For minor repairs, such as broken glass, residents get UAH 10,000 once. If a home is destroyed and the family has to rent, the payment is larger and comes with monthly rent support. Since 2026 the city also pays UAH 40,000 to owners whose buildings had burst pipes or frozen heating after attacks.
In Kyiv, eRecovery commissions visit strike sites every day, so the inspection rarely takes months. Manufacturing the windows takes longer, especially non-standard sizes.
A practical tip. If you plan to apply for both city aid and state compensation, first ask at a TsNAP office which work each program will cover. Otherwise the windows may end up paid twice, and you will have to return part of the money.
Step by step for Kyiv residents
To replace windows under eRecovery in Kyiv, file a damage report and an application in Diia, pass the commission inspection, open an eRecovery card, and within 30 days sign a contract with a contractor that participates in the program.
- Before you clean up, photograph every damaged window opening from inside and outside. File a damaged property report in the Diia app.
- Check that your apartment is listed in the State Register of Real Property Rights. Without that record the application will not get past the first step.
- Apply for compensation in Diia, at your district administrative service center (TsNAP) or through a notary.
- Meet the inspection commission. Show it the frames, reveals, sills and shutters, not just the broken glass.
- Open an eRecovery card at a partner bank. Cash withdrawals from it are not possible.
- Within 30 days after the funds are reserved, sign a contract with a contractor that takes part in the program and pay with the card.
- For category B, file an interim report after the first stage. The remaining 30% is paid after it is checked.
Applications are accepted for the whole period of martial law and for one year after it ends. Waiting is still a bad idea: the later the inspection, the harder it is to prove that the damage came from the attack.
Kyiv case study: Akademika Palladina Avenue
This project shows the kind of request we get from Kyiv. After a strike, an apartment on Akademika Palladina Avenue (Sviatoshynskyi district) urgently needed new windows. The owner, Natalia, wanted one company to handle everything: windows, reveals and window blinds, with no separate crews to find.
How she found us is worth mentioning. Here is a line from her Google Maps review, translated from Ukrainian:
“ChatGPT recommended VIKNODIM to us as a reliable contractor that could do all the work turnkey.”
The brief for the windows was as reliable and warm as possible, with protective glass. We proposed the Salamander bluEvolution 82 profile with Siegenia Titan AF hardware and a double-chamber glass unit with laminated glass. Laminated glass has a plastic interlayer between two panes. If a fragment hits it or a blast wave strikes, it cracks but stays bonded to the film instead of flying into the room.
The data below comes from the technical order for this job. Three windows with a total area of 4.41 m²: two single-sash 830×1430 mm units and one double-sash 1425×1430 mm unit. All sashes tilt and turn.
| Item | What we installed |
|---|---|
| Address | Kyiv, Akademika Palladina Avenue, Sviatoshynskyi district |
| Profile | Salamander bluEvolution 82, white, 82 mm installation depth |
| Reinforcement | 2.0 mm steel in frame, sashes and mullion |
| Glass unit | Double-chamber, about 48 mm: 3.3.1 laminated pane with low-E coating, a second energy-saving pane, warm-edge spacers |
| Hardware | Siegenia Titan AF with micro-ventilation, Hoppe Lima handles |
| Gaskets | Black, around the full sash perimeter |
| Sill support profile | Warm ArTec, 30 mm, to avoid a cold bridge under the sill |
| Window thermal resistance | 0.98–1.00 m²·K/W |
| Extras | Interior and exterior reveals, fabric blinds on all windows |
| Manufacturing | About three weeks |
| Delivery, lifting and installation | One day |
| Reveals | The day after installation |
The three weeks went into the glass units, since laminated units are made for each opening separately. The crew handled delivery, lifting and installation in one day and came back the next day for the reveals, with no dust and no second cleanup. We then made and fitted fabric blinds on all three windows, so nothing about the windows was left unfinished.
What it cost and what compensation would cover
The windows on this order cost UAH 46,444, roughly UAH 10,530 per square meter. Interior and exterior reveals added UAH 12,000. The total was UAH 58,444 at November 2025 prices.
For comparison, the eRecovery commission values a window unit replacement at UAH 6,127.62 per m². For 4.41 m² that comes to about UAH 27,000. The owner covers the difference of about UAH 19,400 for the windows, which pays for Salamander, laminated glass and heavier reinforcement. Run this calculation before signing a contract: you will see how much the program covers and decide whether you need this level of protection.
Natalia wrote in her review: “The option suited us completely, both in specifications and in price. We are very happy with the result and the service.”
Why we recommend Salamander 82 with laminated glass after shelling
For apartments that have already been damaged in attacks, we recommend a deep profile and laminated glass. Salamander bluEvolution 82 has an 82 mm installation depth, takes glass units up to 60 mm thick and has a frame Uf value of 0.98 W/(m²·K).
A standard window with a 60–70 mm profile and a 24–32 mm glass unit keeps heat well enough but cannot hold a thick glass unit. Glass thickness and lamination decide what happens to the window the next time something explodes nearby.
| Specification | Salamander bluEvolution 82 |
|---|---|
| Installation depth | 82 mm |
| Chambers | 5 or 6, depending on the profile |
| Maximum glass unit | up to 60 mm |
| Frame Uf | 0.98 W/(m²·K) |
| Sound insulation | up to 47 dB |
| Burglar resistance | up to RC 3 |
In Kyiv this matters in winter too. During power outages an apartment with warm windows holds its temperature longer, and 47 dB of sound insulation is noticeable when air defense is working.
The full range and prices are on our Salamander profiles page. For extra protection from fragments, protective roller shutters can be fitted outside.
What to show the commission so everything goes into the report
Only what is written in the inspection report is compensated. Show the commission not only broken glass but also warped frames and damaged reveals, sills, drips and shutters.
Most money is lost on the frame. The glass cracked, so the glass is recorded. Nobody checks that the blast wave bent the frame by a few millimeters. A new glass unit in that frame sits askew, and the window starts letting in cold air with the first frost.
You can check this before the commission arrives. Measure both diagonals of the frame with a tape measure. If they differ by more than 3–4 mm, the frame needs replacing. Another sign is a sash that catches on the frame or does not close tightly. Photograph this and show it during the inspection.

How VIKNODIM handles orders from Kyiv
We have made windows in Odesa for 20 years, are official REHAU and VEKA partners, and work under eRecovery in the Odesa, Mykolaiv and Kherson regions. Clients from Kyiv mostly find us on their own. Natalia, for example, got our name from ChatGPT.
For Kyiv the process works like this. We measure and prepare an estimate based on the commission checklist while the application is under review. A small advance lets us start production right away. Finished windows wait in our warehouse until the commission decides, then we deliver, lift and install them. We do the reveals, sills, blinds and shutters ourselves, so the owner does not have to coordinate several contractors. We also prepare the documents for the program.
Program terms and booking a measurement are on our eRecovery window replacement page (in Ukrainian).
Frequently asked questions
Does VIKNODIM work in Kyiv if the company is based in Odesa?
Yes. We make the windows to your measurements, deliver them, carry them up to your floor and install them. On Akademika Palladina Avenue delivery, lifting and installation took one day, and the crew finished the reveals the next day.
How long does window replacement under eRecovery take in Kyiv?
Installation in an apartment takes one or two days. The waiting is for the commission and for manufacturing: laminated glass units are made to order, about three weeks on average. That is why we measure and start production while the application is still being reviewed.
Can I install better windows than the compensation covers?
Yes. The state pays the amount from the commission checklist, and you pay the difference for a Salamander profile or laminated glass. The estimate shows which part the program covers.
Can I receive both state compensation and Kyiv city aid?
They are separate programs and you can apply to both. The same work is never paid for twice, though. Ask at a TsNAP office or the 1545 hotline how they combine in your case before you sign a contract.
What if I have already replaced the windows with my own money?
File a report on completed repairs through Diia, a TsNAP office or a notary. Keep the contract, receipts and completion certificates. Work already funded by another organization is not compensated again.
Program rules change several times a year. Before applying, check current terms on the official portal erecovery.diia.gov.ua or call the 1545 hotline.
