Windows Under the e-Restoration Program in Kyiv: How to Replace Windows and a Balcony Unit After the Shelling in 2026

After a night attack on Kyiv, you wake up to broken glass, a warped balcony door frame and cold air coming in from the street. In that situation a person wants three things: to close the openings before the cold sets in, not to pay for it out of their own pocket, and not to get lost between Diia, the commission, the bank and the window company. I wrote this article for exactly these tasks. Below I explain how much the program really gives in Kyiv, how it works alongside city aid, what to do with a balcony unit, and how not to lose part of the compensation over small things at the inspection. The examples come from our project on Shalimova Street and from a review by a client from Saksahanskoho Street.

Where to start: your situation and the first step

How much the state pays for windows in Kyiv

Kyivans receive compensation for windows on the same terms as the rest of the country: up to UAH 200,000 for current repairs (category A), up to UAH 350,000 for apartment repairs and up to UAH 500,000 for private house repairs (category B).

These limits remain in force in 2026. On April 30, 2026, the Cabinet allocated an additional UAH 2 billion to the program, which should be enough for roughly 20,000 families. In total, more than 139,000 families have already received compensation, amounting to UAH 13.5 billion.

In an apartment block where windows and a balcony unit were blown out, it is almost always category A. The expense report is filed in Diia once at least 90% of the allocated amount has been spent. Whatever is not spent by the deadline goes back to the budget.

How the commission calculates the amount and why it differs from window prices

The commission does not look at a window company’s price list. It measures the area of the damaged openings and multiplies it by the averaged cost indicators approved by the Cabinet of Ministers.

These indicators were updated by Resolution No. 1646 of December 12, 2025. The new prices apply from January 5, 2026; before that, rates from 2023 were in use. The Cabinet revised 65 types of work, which rose in price by 27.5% on average. The change is most noticeable for metal entrance doors: they used to be counted at UAH 14,415, and now at UAH 31,220. The government plans to review the indicators every year.

What this means in practice:

• the amount in the commission’s report works as a ceiling. If you want a warmer frame, laminated glass or lamination, you pay the difference yourself;
• installation, the window sill and the drip edges are included in the cost of replacing a window unit, so you do not pay for them separately;
• reveals (slopes) are a separate line item. If they are not in the report, you will have to restore them at your own expense.

A tip from practice. At the measurement we always check the diagonals of the frame. After a blast wave, the frame is often pulled out of shape by a few millimeters even when the glass survived. A new double-glazed unit in such a frame sits skewed, and the window starts to leak air in the first frosts. Show the warp to the commission while it is on site. Otherwise only the replacement of the double-glazed unit will be written into the report, and you will have to replace the frame later with your own money.

State compensation and Kyiv city aid

In addition to eVidnovlennia, Kyiv runs the city program “Turbota. Nazustrich kyianam”. It pays a one-off UAH 10,000 for damaged housing, a one-off UAH 40,000 if you need to relocate temporarily, and up to UAH 20,000 per month for rent for up to 12 months.

You can apply for city aid at a CNAP or at the Department of Social Policy of the Kyiv City State Administration (KMDA). These figures are cited by Life.Kyiv as of August 23, 2026.

There is one more Kyiv-specific nuance. The city is restoring some damaged buildings at the expense of the city budget: the plan covers surveys and repairs of 4,267 apartment buildings and 741 private houses. If your building is on this list and your apartment’s windows are in the approved estimate, residents pay nothing extra. But you should not apply for eVidnovlennia for the same windows in that case: compensation for such apartments is considered only after the documentation is approved, to avoid double financing.

Step by step: from Diia to new windows in Kyiv

To replace windows under eVidnovlennia in Kyiv, submit a report of damaged property and an application for compensation, pass the commission inspection, receive the funds on the eVidnovlennia card and pay with it for the work of a contractor who participates in the program.

1. Photograph every damaged opening from inside and outside, together with the balcony unit and reveals.
2. Submit a report of damaged property in Diia.
3. Check that the apartment is registered in the State Register of Property Rights. If there is no record, start with registration.
4. File the compensation application in Diia, through a CNAP or a notary. Since January 5, 2026, one of the co-owners can do this. The other co-owners have 15 calendar days to object in writing.
5. Pass the commission inspection. It determines the scope of work, draws up a checklist and calculates the amount.
6. Receive the funds on the eVidnovlennia card. They cannot be withdrawn as cash.
7. Choose a contractor from the list of program participants, sign a contract and pay for the work by card.
8. After installation, file the report in Diia once you have spent at least 90% of the amount.

While the application is under review, we can come for the measurement and launch production. Then installation takes place right after the commission’s decision, not several weeks after it.

Balcony unit after a blast wave: what to replace and what can stay

At Kyiv sites we most often see one picture. In the room, the window and the balcony door were blown out, and behind them stands the old wooden balcony glazing with plywood instead of glass. The owner wants to close everything at once, but the compensation covers only what the commission has recorded.

Case from Shalimova Street: balcony unit and windows in 12 days

An apartment in Kyiv on Shalimova Street. After the attack, the balcony unit in the room was damaged, the glazing of the balcony behind it was old wooden, and some openings were covered with plywood. The kitchen windows were also damaged. The owner searched for a company through Google, and it was important to her that the contractor was a participant in the eVidnovlennia program.

The measurer arrived quickly, even though our head office is in Odesa. We did the installation slightly before the funds actually arrived on the card: the windows were ready, and the cold does not wait. Here is how the owner herself described it on Google Maps (translated from Ukrainian):

What to take from this case. The profile and the double-glazed unit are chosen to fit the amount in the report, not the other way round. Then the compensation covers the windows and the reveals, and you do not have to pay extra.

Review from Saksahanskoho Street: when the profile manufacturer closed down

After an attack you do not always need to replace the whole window. In the autumn a client from Kyiv, from Saksahanskoho Street, contacted us. Her Wintech window needed urgent repair, but the original profile manufacturer had already closed, so spare parts were not sold anywhere. It was getting cold in the apartment.

Here is what she wrote on Google Maps (translated from Ukrainian):

We selected parts for her profile, cut and milled them to size and sent them to Kyiv. The conclusion is simple: if the frame is intact and the problem is in the hardware, the seal or the sash, repair and adjustment cost several times less than replacement and take less time.

How to choose a contractor for window replacement in Kyiv

A contractor for windows under eVidnovlennia must be on the list of program participants, because payment is made only from the special card. The list of participants is published on the program’s official portal. Check the company there before signing the contract.

Then the usual questions for any window company:

• a written estimate for each item: window unit, balcony unit, double-glazed unit, installation, reveals, window sill, drip edges, waste removal;
• installation according to DSTU standards with a proper mounting seam;
• a separate warranty for the products and for the work;
• who prepares the acts and documents for the report;
• how long production takes in the busy season.

Mistakes that make Kyivans lose part of the compensation

1. Showed the commission only the glass. The frame warp, damaged reveals and the balcony door did not make it into the report, and they had to pay for them themselves.
2. Applied to eVidnovlennia for windows in a building that the city is already restoring. Double financing was detected and part of the funds had to be returned.
3. Chose a company that is not among the program participants. The card does not allow such a payment.
4. Postponed the replacement until spring. The deadline for using the funds is 12 months, and in the busy season window production takes longer.
5. Spent the funds on work outside the commission’s report. It will have to be returned.

How much time do I have to spend the funds on the card?

12 months for category A and 18 months for category B. Any unused balance returns to the budget.
